Canvis a "Proposal to adopt the latest (Jan 2024) Big Mac data update"

This proposal is to formally adopt the latest update to the base dataset and values from the Big Mac Index used to determine the pro-rated values for individual membership, which can be found in the first tab at https://mau.tc/big-mac (filter by the January 2024 date).
