Mautic uses PHPSTAN and Rector for years. Both of these tools have endless configuration options that could improve the code quality

Expected outcomes
- Make the code more modern, maintainable, readable, leaner and faster.
- The PHPSTAN Baseline should be reduced to minimum if not removed completely.
